Section 113 of the Soil Bank Act, as amended, is amended to read as follows: ‘This subtitle B shall apply to the several States and, if the Secretary determines it to be in the national interest, to the Commonwealth of Puerto Rico and the Virgin Islands; and as used in this subtitle B, the term “State” includes Puerto Rico and the Virgin Islands.’
