“As a contribution to efforts aimed at achieving increased self-sufficiency in energy production, the Government of the United States shall provide on a current account grant basis for fourteen years commencing on the first anniversary of the effective date of this Compact the following amounts:“(a) To the Government of the Marshall Islands, $2 million annually.
“(b) To the Government of the Federated States of Micronesia, $3 million annually.
