“Pursuant to section 432 of the Compact and subject to subsection (e) of section 461 of the Compact, as amended, the Compact, as amended, shall come into effect upon mutual agreement between the Government of the United States and the Government of the Federated States of Micronesia subsequent to completion of the following:“(a) Approval by the Government of the Federated States of Micronesia in accordance with its constitutional processes.
“(b) Approval by the Government of the United States in accordance with its constitutional processes.
