“Notwithstanding any other provision of this Compact, as amended:“(a) The Government of the United States reaffirms its continuing interest in promoting the economic advancement and budgetary self-reliance of the people of the Federated States of Micronesia.
“(b) The separate agreements referred to in Article II of Title Three shall remain in effect in accordance with their terms.
