This chapter shall not be held or considered to change or otherwise affect—(1) any authority to establish positions under the House of Representatives which are not within the purview of this chapter, or (2) any authority to make appointments to positions under the House of Representatives, irrespective of whether such positions are within the purview of this chapter.
