(a) In generalAn order under the provision of law specified in subsection (c) may fix or adjust the allowances of the House of Representatives only by reason of—(1) a change in the price of materials, services, or office space; (2) a technological change or other improvement in office equipment; or (3) an increase under section 5303 of title 5 in rates of pay under the General Schedule. (b) Resolution requirementIn the case of reasons other than the reasons specified in paragraph (1), (2), or (3) of subsection (a), the fixing and adjustment of the allowances of the House of Representatives in the categories described in the provision of law specified in subsection (c) may be carried out only by resolution of the House of Representatives.
