(a) In generalThe Attorney General shall establish the Kirk Bloodsworth Post-Conviction DNA Testing Grant Program to award grants to States to help defray the costs of post-conviction DNA testing. (b) Authorization of appropriationsThere are authorized to be appropriated $10,000,000 for each of fiscal years 2017 through 2021 to carry out this section. (c) State definedFor purposes of this section, the term “State” means a State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. Amendments2016—Subsec. (b). Pub. L. 114–324 substituted “$10,000,000 for each of fiscal years 2017 through 2021” for “$5,000,000 for each of fiscal years 2005 through 2009”.
