(a) In generalThe Commissioner shall provide, directly or through other arrangements—(1) technical assistance to the public and private agencies in planning, developing, conducting, and administering projects under this subchapter; (2) short-term in-service training for specialized or other personnel that is needed in connection with projects receiving financial assistance under this subchapter; and (3) upon denial of a grant application, technical assistance to a potential grantee in revising a grant proposal. (b) PriorityIn providing assistance under subsection (a), the Commissioner shall give priority to any application described in section 2991b(b)(2) of this title. (Pub. L. 102–375, § 822(4). Another prior section 2991c, Pub. L. 88–452, title VIII, § 804, as added Pub. L. 89–794, title VIII, § 801, Nov. 8, 1966, 80 Stat. 1473; amended Pub. L. 90–83, § 10(b), Sept. 11, 1967, 81 Stat. 224, provided for applicability of specified Federal laws, oath or affirmation, and status of volunteers as Federal employees and as persons employed in executive branch of Federal Government, prior to the general amendment of this subchapter by Pub. L. 90–222, title I, § 110, Dec. 23, 1967, 81 Stat. 722. Amendments2020—Pub. L. 116–261 designated existing provisions as subsec. (a), inserted heading, and added subsec. (b).
