L. 110–199, title I, § 114(2), Apr. 9, 2008, 122 Stat. 677, which authorized appropriations for fiscal years 2009 and 2010, was omitted as obsolete and was subsequently repealed by Pub. L. 115–391, title V, § 502(c)(1), Dec. 21, 2018, 132 Stat. 5228.
