Who's In the Race
Arizona's 4th U.S. Congressional District seat is up for grabs, with Democratic incumbent Greg Stanton (D-AZ) facing off against Republican challenger Zuhdi Jasser. Write-in candidate Steven Sanders is also on the ballot, as well as No Labels Party candidate Tisha Benoit.
Stanton has served in Congress since 2019 after previously serving as Phoenix mayor. He won the Democratic primary with about 65% of the vote over Kai Newkirk.
Jasser is a physician specializing in internal medicine and nuclear cardiology who served in the U.S. Navy from 1993 to 1999.
Benoit is described as an herbal medicine practitioner and acupuncturist, and Sanders is an aviation mechanic and Army veteran.
What They Stand For
Stanton, who aims to "restore transparency in Washington" according to his House website, introduced a bill in 2023 which would ban Members of Congress from "trading and holding individual stocks." He also is focused on expanding healthcare access, specifically for senior citizens and Arizonan Native Americans, as well as improving trade relations with Mexico. Stanton helped to finalize the new U.S.-Mexico-Canada trade agreement.
Zuhdi Jasser's campaign website lists lowering the cost of living as a priority, as well as balancing the federal budget and improving border security. Jasser also pledges to support quality education and healthcare as a Member of Congress, emphasizing the importance of increased funding for education in Arizona and his support for the Make America Healthy Again movement.
The Money Behind the Race
As of July 1, Stanton had taken in about $2.1 million in total receipts and held about $2 million in cash, according to AllCiv. Jasser, meanwhile, raised about $565,000 through July and had about $342,000 cash on hand.
Outside groups had spent about $423,000 in the race as of Oct. 8, all of it supporting Stanton. Think Big was the largest spender, putting in about $265,000 in support, followed by Protect Progress at about $158,000.
Race Outlook: Ratings and Betting Markets
The Cook Political Report rated the race Solid Democratic as of Sept. 25, Sabato's Crystal Ball also rated it Solid Democratic as of Sept. 29, and Inside Elections matched that rating as of Oct. 2. On Kalshi, traders gave Democrats a 99.19% chance of winning as of Oct. 8.
Stanton won the district with about 56% in 2022 and about 53% in 2024. However, statewide, Republicans held six of Arizona's nine U.S. House seats in both 2022 and 2024. Donald Trump also carried Arizona in the 2024 presidential election with about 52% of the vote.
