Who's In the Race
The election for California's 11th U.S. House District will feature two Democrats on November 3: Scott Wiener and Connie Chan. The seat is currently held by Rep. Nancy Pelosi (D-CA), who announced in November 2025 she would not seek reelection in 2026.
Wiener is a California state senator who has authored more than 100 state laws and previously served on the San Francisco Board of Supervisors and as a deputy city attorney, according to his campaign website. Chan is the San Francisco District 1 supervisor, first elected in 2020, and has chaired the Board of Supervisors Budget Committee since 2023; she was born in Hong Kong and moved to San Francisco at 13, according to her campaign website. In the June 2, 2026 top-two primary, Wiener led with about 41% of the vote, with Chan finishing second at about 30%.
What They Stand For
Wiener has proposed building 8 million homes over the next decade, including social and affordable housing, according to his campaign website. He's also supported protecting and strengthening Medicaid and the Affordable Care Act, with Medicare for All as a long-term goal, abolishing ICE, holding federal agents accountable for rights violations, and creating a pathway to citizenship for immigrants, passing the Equality Act and protecting LGBTQ people, including transgender people, from discrimination and restrictions on healthcare; andexpanding federal support for public transit and speeding up project delivery.
Chan has called for fighting for working families on healthcare, childcare and public education, according to her campaign website. She has also supported worker-focused policies on labor protections, workplace safety, the federal minimum wage and the effects of artificial intelligence on work, tax and budget reform, arguing Washington favors billionaires and large corporations over working people; and expanding affordable housing and protecting immigrant communities.
The Money Behind the Race
Through June 30, Scott Wiener had raised about $4.6 million and had about $1.2 million in cash on hand, more than four times Connie Chan's receipts and about 3.4 times her cash, which was about $362,000 after raising about $1.1 million.
Outside groups have spent about $1.25 million supporting Wiener, with Equality PAC the largest backer at about $1.07 million, and about $41,000 opposing him, with Common Sense SF the largest spender against him at about $30,000, according to FEC outside-spending records. Outside groups have also spent about $1.18 million supporting Chan, led by Pro-Choice Majority Action at about $475,000, and about $11,000 opposing her, all from A Fight Worth Having.
Race Outlook: Ratings and Betting Markets
Cook Political Report rated the race Solid Democratic as of Oct. 9; Sabato's Crystal Ball rated it Solid Democratic as of Oct. 11; and Inside Elections rated it Solid Democratic as of Oct. 2. On Kalshi, traders gave Wiener an 81% chance of winning the seat as of October 16.
The June primary underscored the district's partisan tilt: the three Democrats in the race combined for about 88% of the vote, while the lone Republican, David Ganezer, finished fifth with about 4%, meaning no Republican advanced to the general election. Statewide, Democrats won 40 of California's 52 U.S. House seats in 2022, and nationwide, Democratic nominee Kamala Harris carried California with about 58% of the vote in the November 2024 presidential election.
