Who's In the Race

Democrat incumbent Zoe Lofgren and Republican challenger Shane Lewis will face each other in the general election for California's 18th U.S. House District. Both advanced from California's top-two primary on June 2, with Lofgren taking 54.9 percent of the vote and Lewis taking 29.3 percent. The general election will take place on November 3.

What They Stand For

Lofgren supports protecting recipients of the Deferred Action for Childhood Arrivals program and has described ending it as a "moral emergency." She also supports congressional action to keep guns away from violent criminals, minors, and people with mental illness. Alternatively, Lewis has identified immigration, tax reform, liberty, and Second Amendment rights as his policy priorities.

Outside spending in the race totals roughly $109,542, all of it directed toward the Democratic candidate, as of Oct. 5. Every dollar of that spending is in support of a candidate, with no opposition spending recorded through that date. Race Outlook: Ratings and Betting Markets

Cook Political Report, Sabato's Crystal Ball, and Inside Elections all rated the race "Solid Democratic" as of late September and early October. Specifically, Cook's rating was as of Sept. 25, Sabato's as of Sept. 29, and Inside Elections' as of Oct. 2. On Kalshi, the prediction market gave the Democratic candidate a 96.54 percent chance of winning as of Oct. 5, with the Republican at 3.46 percent.

The district has backed Democrats in recent cycles: the Democratic candidate won with 65.9 percent in 2022 and 64.6 percent in 2024. The record lists 44 Democratic winners and nine Republican winners. In the 2024 presidential race, the Democratic nominee carried California with 58.5 percent of the vote.
