Who's In the Race
Democrat Richard Pan faces Rep. Kevin Kiley (I-CA) in California's redrawn 6th Congressional District on Nov. 3. California's top-two primary system advances the two leading candidates regardless of party preference. Rep. Ami Bera (D-CA), who previously represented the district, is seeking reelection in the redrawn 3rd District following Proposition 50. The new 6th includes Roseville, Rocklin and Orangevale.
Kiley has served in Congress since 2023 and previously worked as a state legislator, attorney, and high school English teacher. Formerly a Republican, he registered as an independent in March. He led the June 2 primary with approximately 24% of the vote, followed by Pan with approximately 23%.
Pan is a pediatrician and former educator who directed UC Davis' pediatric residency program. A former state legislator, he says he authored legislation addressing prescription-drug costs, gun violence, and school vaccinations.
What They Stand For
Kiley advocates reducing federal debt and spending, protecting Social Security, Medicare, and veterans' benefits, and eliminating waste, fraud, and abuse, according to his campaign website. He also supports lower gasoline taxes, energy independence, tax relief, an expanded child tax credit, and housing tax credits to increase affordable housing.
Pan supports protecting the Affordable Care Act and Medicare, lowering prescription-drug costs and preventing insurers from denying doctor-prescribed care, according to his campaign website. He advocates science-based public health policy, student loan relief, reversing tariffs he says increase prices, universal background checks, an assault-weapons ban, firearm storage requirements, a pathway to citizenship and changes to immigration enforcement.
The Money Behind the Race
Through June 30, Kiley reported $2.99 million in receipts and $2.12 million in cash on hand, compared with $1.10 million raised and $359,132 on hand for Pan, according to Federal Election Commission filings. Pan reported $117,141 in debt.
Through Sept. 30, outside groups reportedly spent $1.44 million supporting Pan, including $1.2 million from 314 Action Fund, and $50,000 opposing him through Rolling Sea Action Fund. Groups reportedly spent $71,000 supporting Kiley, primarily through A Strong Innovation Economy Requires Strong IP Protection, and $41,903 opposing him, including $36,396 from AFSCME Working Families Fund, according to FEC filings.
Race Outlook: Ratings and Betting Markets
The Cook Political Report classified the district as Solid Democratic, Sabato's Crystal Ball as Likely Democratic and Inside Elections as Lean Democratic, according to the October ratings supplied for this article. Cook's classification is independently confirmed. On Kalshi, traders reportedly assigned Democrats a 98.4% probability of winning on Oct. 15.
Bera won the former 6th District with approximately 56% in 2022 and 58% in 2024, although redistricting makes those results imperfect comparisons. Democrats won 40 of California's 52 House seats in 2022 and 43 in 2024. Kamala Harris carried California with about 58% of the vote in the presidential election.
