Who's In the Race
On Oct. 6, Democrat Leela Gray called Rep. Anna Paulina Luna (R-FL)'s congressional stock-trading proposal "sloppy" and "halfway," while Luna defended her record and disputed Gray's claims about investments, according to WFLA. Luna and Gray face off Tuesday, Nov. 3, in Florida's 13th Congressional District.
Luna, an Air Force veteran, has represented the district since 2023. Gray is a retired Army brigadier general, attorney, and veterans advocate with more than 30 years of military service. Luna won the Republican nomination. Gray won the Aug. 18 Democratic primary with 65%, defeating Brandt Robinson and John Liccione.
What They Stand For
Luna supports completing the border wall, ending Deferred Action for Childhood Arrivals and restoring the Remain in Mexico policy. She advocates stronger immigration enforcement and veterans' benefits. She opposed reauthorizing Section 702 of the Foreign Intelligence Surveillance Act, citing constitutional protections. She also sponsored the FASTER Act, which addresses food-allergy safety, treatment, and research.
Gray supports strengthening the Affordable Care Act, limiting prescription-drug costs and preserving Medicare drug-price negotiations. She advocates protecting Social Security and Medicare, restricting tax advantages for institutional homebuyers and expanding opportunities for families to purchase homes. Gray also supports reducing tariffs and regulatory burdens on small businesses, expanding affordable child care and permanently banning offshore drilling.
The Money Behind the Race
Federal Election Commission filings show Luna reported approximately $3.2 million in receipts and $1.5 million in cash on hand through July 29. Gray reported approximately $1.2 million in receipts, $683,000 in cash, and $7,000 in debt. Outside spending reportedly totaled $150,000 as of Oct. 8, all supporting Luna. Latinos for Conservative Values reportedly spent $128,742, while Club for Growth PAC spent $20,115.
Race Outlook: Ratings and Betting Markets
The Cook Political Report and Inside Elections rated the race Lean Republican as of Sept. 25 and Oct. 2, respectively. Sabato's Crystal Ball rated it Likely Republican as of Sept. 29. On Kalshi, traders gave Republicans a 73% chance of winning as of Oct. 8, compared with 27% for Democrats.
Luna won approximately 53% in 2022 and 55% in 2024. Republicans held 20 of Florida's 28 House seats after both elections. Trump carried Florida with approximately 56% in 2024.
Voter registration closed Oct. 5. Pinellas County early voting runs Oct. 19-Nov. 1, from 7 a.m. to 7 p.m. Mail-ballot requests are due Oct. 22 at 5 p.m. Election Day polls are open from 7 a.m. to 7 p.m.
