The Overview

If you drive through LeRoy in Genesee County, a stretch of Route 19 now carries a new name: the Lt. Gary A. Scott Memorial Highway. New York's S 7607, which dedicates a portion of the state highway system to Lt. Gary A. Scott, became law when Gov. Kathy Hochul (D) signed it July 17. Scott's cousin, Kathy Damann, asked Le Roy Historian Lynne Belluscio whether a memorial highway could be named in his honor, The Batavian reported.

What the Law Does

The law designates a portion of the state highway system in the town of LeRoy, county of Genesee, in Lt. Gary A. Scott's name. The specific road is a section of Route 19, which now bears Scott's name, The Batavian reported. In practice, that means the state will install highway signs along that stretch of Route 19 marking it as the Lt. Gary A. Scott Memorial Highway. The Batavian reported that a dedication ceremony was planned for Aug. 27.

Legislative Status

Sen. George Borrello (R), who represents Senate District 57, sponsored the bill; Assemblyman Steve Hawley sponsored the companion Assembly measure.

The Senate Transportation Committee passed it 13–0 on April 21, 2026. The full Senate passed it 59–1 on May 12 and again 59–1 on June 1 after an amendment. The Assembly then passed it 132–0 on June 5.

Hawley said in a statement carried by The Batavian: "Gary Scott represented the very best of LeRoy and of our nation. He led with courage, placed the lives of his fellow soldiers before his own and made the ultimate sacrifice in service to our country. Dedicating this highway in his honor will ensure that his name, his heroism and his connection to the LeRoy community are remembered for generations to come."
