Who's In the Race
Republican Brad Knott and Democrat Paul Barringer won their parties' March 3 primaries for North Carolina's 13th U.S. House District, and the general election is set for Nov. 3. Knott is the incumbent representative and won the Republican primary on March 3, taking nearly 90 percent of the vote. Barringer won the Democratic primary the same day with about 59 percent of the vote, defeating two other candidates. The general election is Nov. 3.
What They Stand For
Brad Knott's campaign priorities page lists supporting border security, ending wasteful spending, school choice, free speech protections, protecting the unborn, and defending gun rights.
Barringer's platform calls for a secure border alongside a fair, legal immigration system, and for expanding family planning, access to contraception, and maternal health care, as well as strengthening adoption and foster-care systems. He also supports an independent Congress that exercises its lawmaking, spending, and oversight responsibilities, according to his campaign site.
Race Outlook: Ratings and Betting Markets
The district has swung between the parties in recent cycles. A Democrat won the seat in 2022 with about 51.6 percent of the vote. Republican Brad Knott won North Carolina's 13th U.S. House District in 2024 with 58.6 percent of the vote.
The records list eight winners from the Republican Party and seven from the Democratic Party. In the 2024 presidential race, Republican Donald J. Trump carried North Carolina with about 50.9 percent of the vote.
Three major race-rating services all lean toward Knott holding the seat. Cook Political Report rated the race "Solid Republican" as of Sept. 25; Sabato's Crystal Ball rated it "Solid Republican" as of Sept. 29; and Inside Elections rated it "Solid Republican" as of Sept. 17. The consensus rating across those services, as of Sept. 29, is "Likely Republican."
Prediction market Kalshi put the Republicans' probability of winning at about 84 percent and the Democrats' at about 16 percent as of Oct. 2, based on 4,453 contracts traded.
