It's looking like Democrats will take Connecticut's 2nd congressional district this midterm season. Incumbent Democrat Joe Courtney and Republican Mike France face each other, and Courtney has held the seat since 2006. France is a retired U.S. Navy officer and former four-term Connecticut state representative. He served 20 years on active duty and earned a Master of Science in electrical engineering from the Naval Postgraduate School. What They Stand For
Courtney describes his focus as supporting manufacturing, regional farmers, veterans, and access to affordable health care. He lists investment in roads, bridges, rail, and transit infrastructure as a priority on his campaign site. Courtney supports lowering prescription-drug costs through federal negotiation authority. He has also described recent legislative work as aimed at improving veterans' health care and strengthening U.S. manufacturing.
France says Connecticut families are under financial strain from rising grocery, gasoline, housing, and health-care costs, according to his campaign site, and pledges to address these issues.
Race Outlook: Ratings and Betting Markets
Cook Political Report rated this contest Solid Democratic as of Sept. 25, Sabato's Crystal Ball rated it Solid Democratic as of Sept. 29, and Inside Elections rated it Solid Democratic as of Oct. 2. On Kalshi, the prediction market gave Courtney a 96% chance of winning as of Oct. 5.
Courtney won the district in 2022 with 58.22% of the vote. He won again in 2024 with 58%. An aggregate of the records shows six winners whose party was Democratic. Democrat Kamala Harris carried Connecticut in the 2024 presidential election with 56.4% of the vote.
