The Overview

If you're one of about 60,000 New York state workers represented by the Public Employees Federation (PEF), you're in line for cumulative wage increases of nearly 20 percent and new protections around artificial intelligence on the job. New York's S 10655, which implements the five-year labor agreement between the state and the PEF, became law when Gov. Kathy Hochul (D) signed it June 12. PEF members had already ratified the agreement, with 88 percent of voters in favor, according to PEF.

What the Law Does

The law sets the compensation, benefits, and other terms and conditions of employment for certain state officers and employees covered by the PEF agreement. That includes cumulative wage increases of nearly 20 percent over the five-year contract term, along with AI protections for covered workers, according to NEWS10 ABC.

The contract also includes AI protections for workers, according to NEWS10 ABC. The wage increases are spread across the five years of the agreement, meaning workers will see raises in each year of the contract rather than all at once.

Legislative Status

Sen. Robert Jackson (D-NY-31) sponsored the bill. The Senate passed it 60-0 on June 4. The Assembly passed it 130-0 on June 5. Combined, the two chambers cast 190 yes votes and zero no votes. Gov. Kathy Hochul announced the ratification of the five-year agreement. PEF members ratified the agreement, with 88 percent of voters in favor, according to PEF.
