Pennsylvania's 11th District: A Nonpartisan Guide to the Nov. 3 Election
How to use this guide
1. Pick the issues you care about. Identify the two or three that matter most to you.
2. Find which office handles them. The U.S. House votes on every federal law and the federal budget, and all revenue-raising bills must start there. Ballot measures, when present, change state or local law.
3. Compare the candidates. Read where each candidate stands on your top issues, then check their own words, endorsements, and funding.
The 2026 general election uses Pennsylvania's 2022 congressional map. The Pennsylvania Supreme Court selected that map after the Legislature and governor did not agree on a plan. Lines for this district differ from those used in 2024: the 2022 map added Yoe Borough and all of York Township, removed part of Jackson Township, and kept Lancaster County and much of southern York County in the district.
The Pennsylvania voter services page lists no official printed ballot order for the House candidates. Candidates in this guide appear in alphabetical order by last name: Nancy Mannion, then Lloyd Smucker.

#### Contested claims
Nancy Mannion said Lloyd Smucker helped shepherd the One Big Beautiful Bill through Congress and that it cut Medicaid access and affordability for people in the district. Nancy Mannion said Lloyd Smucker voted five times against resolutions invoking the War Powers Act in relation to the war in Iran. No independent fact-check of that specific claim was found.
Lloyd Smucker said the One Big Beautiful Bill prevented what would have been the largest tax increase on families and extended tax cuts while increasing the child tax credit and standard deduction. No independent fact-check of that claim was found.
Lloyd Smucker said the bill's Medicaid cuts were one way to reduce federal debt. No independent fact-check of that claim was found.
Challengers' records
Nancy Mannion has not held elected public office. Mannion was appointed to the Pennsylvania State Board of Examiners of Nursing Home Administrators in 2010; the debate account notes that Mannion needed a nomination from then-state senator Lloyd Smucker and was endorsed by Smucker for that board appointment.
