Who's In the Race

Democrat Chris Rabb faces independent Dennis Joseph Mahoney in Pennsylvania's open 3rd Congressional District on Nov. 3. Rep. Dwight Evans (D-PA) is not seeking reelection.

Rabb has represented Pennsylvania's 200th Legislative District since 2017 and is an educator, author, father, and social justice activist. Mahoney works in humanitarian aid and disaster relief; his campaign cites service to foster families, neighborhood markets and schools.

What They Stand For

Rabb proposes guaranteeing housing through a "Housing First Model," according to his campaign website. He also supports Medicare for All, reproductive freedom, a Civil Climate Corps, green union jobs, a Workers' Bill of Rights, Baby Bonds and participatory democracy.

Mahoney proposes restructuring anti-poverty programs to promote upward mobility, saying, "Work should always move families forward," according to his campaign website. He also supports treating housing as economic infrastructure, connecting transportation, child care, health care, food access and education policy, and investing in schools, according to The Philadelphia Inquirer.

The Money Behind the Race

Federal Election Commission filings through June 30 show Rabb raised $1.33 million and had $21,451.63 in cash on hand, while Mahoney raised $10,800 and had $8,251.75 remaining. Rabb also reported $42,000 in campaign debt, nearly twice his cash balance.

Outside groups reported approximately $1.6 million supporting Rabb and $5,600 opposing him as of Oct. 14, primarily during the Democratic primary. The race's largest outside spender, 314 Action Fund, spent approximately $3.5 million supporting another Democratic primary candidate, Ala Stanford, rather than Rabb.

Race Outlook: Ratings and Betting Markets

The Cook Political Report rated the race "Solid Democratic" as of Oct. 9, Sabato's Crystal Ball assigned the same rating Oct. 11, and Inside Elections did so Oct. 2. On Kalshi, Democratic contracts implied a 99.7% probability of winning as of Oct. 14.

Evans received 95.1% of the district vote in 2022 and ran unopposed in 2024. Statewide, Democrats won nine of Pennsylvania's 17 U.S. House seats in 2022 and seven in 2024, leaving Republicans with a majority of the state's delegation. Republican Donald Trump carried Pennsylvania in the 2024 presidential election with approximately 50% of the vote.
