The Bill
Right now, the federal loans available to small businesses do not cover the expenses of technologies like software, cloud computing services, or tools powered by artificial intelligence. This may all change very shortly.
On June 24, Rep. Randy Feenstra (R-IA-4) voted yes on the Small Business Technological Advancement Act, a bill that would allow small businesses to use federally backed Small Business Administration (SBA) loans to pay for an expanded retinue of tools, including business software and cloud services that handle things like payroll, human resources, billing, sales, accounting, and inventory tracking. These loans would be available to small businesses that are unable to access financing through traditional lenders.
The House passed the bill with strong support from both parties.
The bill was introduced in February 2025 by Rep. Mark Alford (R-MO-4) and cleared the House Small Business Committee unanimously, 23-0, before reaching the full House floor.

The Vote Breakdown
The House showed a rare instance of bipartisan agreement concerning H.R.915. 205 Republicans voted yes, while only four voted no. On the Democratic side, 208 members voted in favor, with none voting against.
Feenstra voted with his party's majority position.
Feenstra has represented Iowa's fourth Congressional District since 2021. He has missed 11 votes this Congress, but only one since April.
The bill now moves forward in the legislative process.
