Rep. Chrissy Houlahan (D-PA-6) voted yes on Wednesday, June 24 on the Small Business Technological Advancement Act, a bill that would allow small businesses to use federal SBA loans to pay for software, cloud computing, and artificial intelligence tools. The House passed the measure, and Houlahan voted with her party.
The Small Business Technological Advancement Act expands the SBA's existing 7(a) loan program — the agency's main small business lending tool — to cover technology expenses that small businesses often struggle to afford on their own. That includes software for payroll, accounting, inventory tracking, human resources, and sales, as well as AI-powered business tools.
Currently, the 7(a) program helps small businesses that can't get reasonable credit elsewhere. The bill would add tech access to the list of things those loans can cover.
H.R. 915 was introduced on February 4, 2025 by Rep. Mark Alford (R-MO-4). It cleared the House Small Business Committee unanimously, 23–0, before reaching the full House floor.
