The Bill
Rep. Zoe Lofgren (D-CA-18) voted yes on Wednesday, June 24 on the Small Business Technological Advancement Act, a bipartisan bill that passed the House with overwhelming support.
The legislation would allow the Small Business Administration (SBA) to use its flagship 7(a) loan program to help small businesses pay for software and cloud computing services — including tools powered by artificial intelligence. That means a small business owner who needs accounting software, payroll systems, or inventory tracking tools could potentially finance those costs through an SBA-backed loan.
The bill was introduced in February 2025 by Rep. Mark Alford (R-MO-4) and cleared the House Small Business Committee unanimously before reaching the floor.

The Vote Breakdown
When the House voted on Wednesday, it was under a procedural rule requiring a two-thirds majority. The bill passed. Democrats voted 208–0 in favor. Republicans backed it 205–4. Lofgren voted with her party.
Lofgren, who has represented California's 18th District — which includes San Jose and Silicon Valley — for 32 years, did not break with Democrats on this vote. She has missed 10 votes this Congress.
The bill now moves to the Senate, where an identical companion bill, S.305, has already been introduced.
