The Bill

Small businesses may now be able to use federally-back loans from the Small Business Administration (SBA) to pay for software, cloud computing services, and artifical intelligence. On June 24, the house voted to pass the Small Business Technological Advancement Act, and Rep. Mike Kelly (R-PA-16) voted yes, in line with his party's majority.

The legislation expands the SBA's 7(a) loan program. This is the agency's primary small business lending tool. Currently, it does not cover technology expenses like payroll software, accounting platforms, inventory tracking, or AI-powered business tools. The bill aims to change that.

The bill was introduced in February 2025 by Rep. Mark Alford (R-MO-4) and cleared the House Small Business Committee unanimously before reaching the floor.

The Vote Breakdown

The Small Business Technological Advancement Act passed with wide support from both parties. 205 Republicans voted yes, while just four voted no. On the Democratic side, 208 members voted yes, with none voting against.

Kelly has missed 11 votes this congressional session.

The bill now heads to the Senate, where an identical companion bill, S.305, was introduced in the same congress.
