Who's In the Race

Republican Jessica Steinmann faces Democrat Laura Jones in the Nov. 3 general election for Texas' 8th Congressional District. The seat is open because Rep. Morgan Luttrell (R-TX) is not seeking reelection. Texas adopted new congressional boundaries in 2025.

Steinmann, an attorney who has worked with President Donald Trump and Sen. Ted Cruz (R-TX), defeated Brett Jensen in the March 3 Republican primary. Jones, a small-business owner and former San Jacinto County Democratic Party chair, defeated Keith Coleman in the Democratic primary. Jones previously challenged Luttrell in 2022 and 2024.

What They Stand For

According to her campaign website, Steinmann emphasizes border security, military support, spending cuts, religious liberty, and domestic energy production. Alternatively, Jones's campaign website prioritizes flood mitigation, public education, affordable health care, job creation, and economic development.

The Money Behind the Race

Through June 30, Steinmann reported $2.06 million in total receipts, $122,187 in cash on hand, and $425,000 in outstanding debt, according to the Federal Election Commission. Her receipts included $650,000 in candidate loans and approximately $322,000 in transfers from other authorized committees.

Jones reported $21,980 in receipts, $7,859 in cash and $2,040 in outstanding debt through the same date, according to the FEC. Outside groups have also reported spending supporting Steinmann, including expenditures attributed to Defend American Jobs and American Mission.

Race Outlook: Ratings and Betting Markets

Cook Political Report, Sabato's Crystal Ball and Inside Elections rated the race Solid Republican in October. On Kalshi, Republicans had a reported 95.11% implied probability of winning as of Oct. 14, compared with 4.89% for Democrats.

Luttrell won approximately 68% of the vote in both 2022 and 2024, defeating Jones in both elections. However, those results reflect the district boundaries in place at the time. Trump carried Texas with approximately 56% of the statewide vote in 2024.
