The Race

Four Democrats are competing for the nomination to challenge Rep. Jen Kiggans (R-VA) in Virginia's 2nd Congressional District, one of the nation's most competitive House seats. The Democratic primary is scheduled for Aug. 4, while Kiggans is unopposed for the Republican nomination. The winners will meet in the Nov. 3 general election.

Virginia's 2nd Congressional District covers the Hampton Roads region, including Virginia Beach, the Eastern Shore and parts of Norfolk and the surrounding coastal communities. The district has frequently changed hands in recent election cycles and is considered one of Virginia's premier battleground congressional districts.

The Candidates

Jen Kiggans (R-VA) is seeking a third term after first winning the seat in 2022. A former U.S. Navy helicopter pilot and nurse practitioner, she previously served in the Virginia Senate and is a member of the House Armed Services Committee and the House Natural Resources Committee. She faces no Republican primary opposition.

Elaine Luria (D-VA), who represented the district from 2019 to 2023, is seeking to reclaim the seat after losing to Kiggans in 2022. A retired Navy commander, she has received endorsements from Gov. Abigail Spanberger (D-VA) and several Democratic organizations.

Nila Devanath is a physician whose campaign emphasizes health care, reproductive rights, clean energy and gun violence prevention.

Bill Fleming is a military veteran and scientist whose campaign focuses on applying scientific and technical expertise to public policy.

Patrick Mosolf has worked in democracy promotion, election administration and anti-corruption initiatives. His campaign centers on democratic institutions and national unity.

Show Us The Money

Independent expenditures have played only a limited role in the race through June 30, despite substantial candidate fundraising.

Outside groups reported approximately $2,192 in independent expenditures during the reporting period, compared with more than $12 million raised by candidates. Able Dems PAC accounted for the largest share of outside spending, followed by DMFI PAC, GiveGreen United Action and Planned Parenthood Votes.

Most of the reported independent expenditures targeted Kiggans, who drew approximately $1,765 in opposition spending. Elaine Luria (D-VA) received about $427 in supportive outside spending, while no independent expenditures were reported for the other Democratic candidates through June 30.

Ratings

The nation's leading election forecasters agree that Virginia's 2nd Congressional District is one of the country's most competitive House races.

The Cook Political Report, Inside Elections, and Sabato's Crystal Ball all rate the general election Toss-up, indicating neither party enters November with a clear advantage.

Prediction Markets

Prediction markets, however, favor Democrats.

As of late July, Kalshi traders gave Democrats a 76% probability of winning Virginia's 2nd Congressional District, compared with 24% for Republicans. At the time, the market had recorded approximately $25,971 in trading volume.

Experts vs. Markets

Professional election forecasters and prediction markets differ in their assessment of Virginia's 2nd Congressional District.

While traditional race ratings classify the general election as a Toss-up, Kalshi assigns Democrats a 76% probability of victory. The difference illustrates the contrasting approaches used by forecasters and prediction markets: race ratings evaluate structural and political conditions, while prediction markets reflect traders' expectations at a particular moment.
