Wisconsin's 2nd Congressional District Primary
Rep. Mark Pocan (D-WI), who has represented Wisconsin's 2nd Congressional District since 2013, faces a primary challenge from Douglas Alexander on Tuesday, Aug. 11. No Republican has filed to run for the seat this cycle, making the Democratic primary the race's only contest. The winner advances unopposed to the Tuesday, Nov. 3, general election.
The Candidates
Pocan, 61, first won the seat in 2012 after serving 14 years in the Wisconsin State Assembly, where he co-chaired the influential Joint Finance Committee. In the House, he sits on the Appropriations Committee, including its Labor, Health and Human Services, and Education Subcommittee and its Financial Services and General Government Subcommittee, and he was recently appointed to the House Foreign Affairs Committee.
He is Chair Emeritus of the Congressional Progressive Caucus and co-chairs the Congressional Equality Caucus and the Labor Caucus. In March 2026, he joined Rep. Jan Schakowsky and Rep. Ro Khanna in reintroducing the Save Medicare Act, which would rename Medicare Advantage plans and bar private insurers from using the Medicare name in marketing materials.
Alexander, a Madison-area native making his second bid for the seat (he ran as an independent against Pocan and Olsen in 2022), is a U.S. Navy Reserve veteran who earned a bachelor's degree in political science from Bucknell University and later a graduate degree in education administration from North Carolina State University. He has worked as a high school social studies teacher and an account executive in technical sales. His campaign centers on a constitutional amendment imposing congressional term limits; he argues that career politicians drive dysfunction in D.C., though he has called Pocan personally a "great guy."
The Money Behind the Race
Pocan is the only candidate in the primary race with FEC-reported fundraising, having raised $814,874 for the cycle through July 22. Sierra Club Independent Action is the only outside group on record in the race, reporting $10 in independent expenditures supporting Pocan. The FEC shows no communication costs or electioneering communications for or against either candidate this cycle.
Ratings vs. Odds
The ratings and prediction markets all agree that WI-02 will likely remain under Democratic control. Cook Political Report rates the seat Solid Democratic. Inside Elections rates it Solid Democratic as well. Sabato's Crystal Ball, which uses a six-point scale topping out at "Safe" rather than "Solid," rates the seat Safe Democratic as of its July 30 update.
All three raters agree the seat isn't competitive; the terminology differs, not the substance. On Kalshi, as of 12:27 p.m. ET on Aug. 7, the Democratic Party is priced at 95.1% to win the general election, with the Republican Party at 2.1%. Trading volume on the market stands at $3,922.
