The city of minneapolis has adopted a health reimbursement plan. The purpose of which is to provide welfare benefits for the employees of the city and its independent boards and agencies covered by the plan, and to reimburse expenses incurred by an employee or an employee's eligible dependents for expenses not covered by other insurance available to the employee and the employee's eligible dependents.
