The general purpose of HRI is to acquire, improve through rehabilitation, new construction or otherwise, make available at the lowest possible cost to persons and families with low income of every race, religion and nationality, housing in massachusetts, to stimulate the renovation and improvement of properties, and to promote neighborhood improvements for the benefit of persons of limited means.
