The purposes of the trust are to negotiate insurance rates with various providers, assess and collect member premiums, pay expenditures of the trust, and invest the trust's deposits. The trust is not intended to function as an insurance company for its members. Rather, it is a means of combining the administration of claims and of obtaining lower insurance rates.
