He was born November 24, 1955, in Pinesburg and attended Hagerstown Community College. Before joining the House of Delegates, he served on the Washington County Board of Commissioners, holding the vice president post from 2006 to 2010 and again from 2018 to 2022, and serving as the board's president from 2010 to 2018.
