He graduated from Royal High School and earned a Bachelor of Science from Texas A&M University in 1988, and served in the Texas Army National Guard, retiring as a staff sergeant after 21 years. Kitzman won the Republican primary and runoff in 2022, defeating Fred Roberts, Art Hernandez, and Phil Stephenson, then won the general election with 73 percent of the vote, succeeding Phil Stephenson in office on January 10, 2023.
