Clean Ocean Preservation Act of 2003 - Establishes a final criterion of 113 parts per billion of polychlorinated biphenyls for remediation material at the Historic Area Remediation Site, New Jersey.Requires any Environmental Protection Agency (EPA) rule to be at least as protective as this criterion.
