H.Con.Res.116 - Expressing the sense of the Congress that the United States should withhold its assessed and voluntary contributions to the United Nations until the Charter of the United Nations is amended to ensure that a member state may not be a member of the Security Council, or serve as chair of, or in any other position of responsibility in, any organ or agency of the United Nations, unless the government of that country has been democratically elected.
