National Parks Institute Act - Directs the Secretary of the Interior, acting through the Director of the National Park Service, to establish the National Parks Institute to: (1) train future executives in the complex management issues that confront national parks; (2) promote scientific research to support decision making in national parks; (3) promote stewardship through consultation, cooperation, and communication, all in the service of conservation; (4) promote and develop environmentally sustainable resource management practices; and (5) develop and promote a sophisticated program to help developing nations manage their natural and cultural resources.Requires the Institute to be located on the campus of the University of California at Merced, California. Authorizes the Secretary to lease or acquire a facility for the Institute or to construct a facility if a suitable facility is not available.
