Amends the E-Government Act of 2002 to provide for court rules allowing parties in a Federal court proceeding to file under seal a reference list that would include both a complete and partially-redacted version of protected information (e.g., Social Security numbers and credit card account numbers) contained in pleadings. Specifies that such rules: (1) provide that all references in a case to redacted data shall be construed to refer to the unredacted information in the sealed reference list; and (2) allow parties to file unredacted exhibits or other evidentiary matter under seal for evidentiary purposes.
