Authorizes the Secretary of State (or the Secretary's designee) to enter into negotiations with representatives of the Government of Cuba to establish cooperation between appropriate governmental agencies of the United States and Cuba on illicit narcotics control efforts, including efforts to provide increased cooperation, coordination, and assistance between the two countries to interdict illicit narcotics transported through the territory of Cuba (including Cuban airspace and waters).
