Amends the National Telecommunications and Information Administration Organization Act to: (1) extend through FY 2008 the authorization of appropriations for the National Telecommunications and Information Administration (NTIA) and the NTIA Technology Opportunities Program; and (2) require the NTIA to assess fees from Federal agencies for the costs of assigning spectrum or providing spectrum management functions.
