Amends the Dingell-Johnson Sport Fish Restoration Act to make FY 2004 allocations of specified appropriations for certain programs carried out by the U.S. Fish and Wildlife Service of the Department of the Interior and by the U.S. Coast Guard (USCS).
Corrects certain references relating to a Secretary with jurisdiction over USCS (reflecting the change of such jurisdiction from the Department of Transportation to the Department of Homeland Security).
Allocates a specified amount of appropriations for FY 2004 for the national outreach and communications program.
