Women in Trauma Act of 2003 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, through the Director of the National Institute of Mental Health, to award grants to build treatment interventions simultaneously addressing trauma, substance abuse, and psychiatric disorders, including the integration of existing interventions. Requires the Secretary, through the Administrator of the Substance Abuse and Mental Health Services Administration, to make grants and provide technical assistance for the provision of comprehensive community-based mental health and substance abuse services to women with a history of physical or sexual abuse or other trauma. Targets minority community services. Authorizes the use of grant funds for childcare to facilitate participation.
