Extends through March 15, 2004, any program, authority, or provision, including any pilot program, that is authorized under the Small Business Act or the Small Business Investment Act of 1958 as of September 30, 2003.
Amends the Small Business Investment Act of 1958 to increase from 1.38 to 1.46 the percentage fee authorized to be charged by the Small Business Administration to cover the cost of guaranteeing certain participating securities issued by small business investment companies.
