Strategic Materials Act of 2003 - Amends the Trade Act of 1974 to include certain specialty metals (certain alloyed steel products, specified metal alloys, titanium and titanium alloys, zirconium and zirconium base, and certain unwrought titanium, including titanium sponge) as import-sensitive articles ineligible for duty-free treatment under the generalized system of preferences program under title V of such Act.
