Amends the Temporary Extended Unemployment Compensation Act of 2002 (TEUCA) to extend the TEUC program through weeks of unemployment ending before September 28, 2003, with a phase-out period through December 27, 2003. Sets an alternative trigger, based on total unemployment rate, for TEUC second-tier extended benefit periods for high unemployment States.
