National Labor Relations Board Ruling Enforcement Act of 2003 - Amends the National Labor Relations Act to authorize the National Labor Relations Board (NLRB) to award the employees in a bargaining unit compensation for any delay in bargaining caused by an unlawful refusal by the employer to bargain before entering into the first collective-bargaining contract.
Requires compensation for such delay to be measured by a specified formula involving a statistical compilation of bargaining settlements.
