Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to provide that if an air carrier specifically requests that customs services for passengers and their baggage be provided after normal operating hours at a customs serviced airport, and overtime funds for those services are not available, the appropriate customs officer shall assign sufficient customs employees (if available) to perform any such services, which could lawfully be performed during regular hours of operation. Requires the air carrier to pay any overtime fees incurred in connection with such service.
