Amends the Transportation Equity Act for the 21st Century to require the Secretary of Transportation to limit allocations under the Act to high priority corridors that connect to the border between the United States and Mexico or the United States and Canada. Requires the Secretary to give priority consideration to only those on which traffic has increased since enactment of the North American Free Trade Agreement (NAFTA) Implementation Act and is projected to increase in the future. Authorizes separate appropriations for the NAFTA corridor planning and development and coordinated border infrastructure programs.
