Amends the Rules of the House of Representatives to permit the employing office of any employee who serves on active duty (other than for training) as a member of the reserves with respect to any pay period during the 108th Congress to pay additional compensation to the employee for that pay period, as long as the additional compensation does not exceed the difference between the amount paid to the employee by the employing office for the most recent pay period before such active duty and the amount paid to the employee as a member for that pay period.
