Recognizes: (1) the 100 years of diplomatic relations between the United States and Bulgaria; (2) Bulgaria's continued contributions towards bringing peace, stability, and prosperity to southeastern Europe; (3) Bulgaria's cooperation and increasingly vital role as an ally in the war against terrorism; and (4) the importance of Bulgaria's participation in regional initiatives such as the Stability Pact for Southeast Europe, the Southeast Europe Cooperative Initiative, and the Southeast Europe Cooperation Process in preparing Bulgaria and Southeast Europe for membership in the European Union. Encourages opportunities for greater U.S.-Bulgarian cooperation in political, military, economic, and cultural spheres.
