Railway Safety Act of 2003 - Authorizes the Secretary of Transportation to make grants to the operators of rail fixed guideway mass transportation systems that are subject to regulation by the Federal Transit Administration or the Federal Railroad Administration for projects to construct fences or other barriers to prevent public access to tracks and other facilities of the system that may present a hazard in a residential area. Limits the Federal share to 50 percent of the cost of a project.
