Directs the Secretary of the Army to cease to support water releases for navigation purposes at any time at which the total volume of water stored in the following reservoirs located in the vicinity of the upper portion of the Missouri River is less than 44 million acre-feet: Fort Peck Lake, Lake Sakakawea, Lake Oahe, Lake Sharpe, Lake Francis Case, and Lewis and Clark Lake.
